If he's under the influence of unfavorable substances, then he probably doesn't even understand a word he's saying, still giving no reason to attack him.

...Besides, if he was under the influence of such substances, then maybe someone should inform the faculty about it...?

Unfortunately there are those who are fully aware on such substances. And could do more harm then good.

I also believe he probably has legal paperwork allowing, knowing the absurdity of this school.

...Mng. Still isn't reason to attack him. If he's aware, then maybe you should discuss this with him, instead of immediately resorting to violence on your part, considering the fact that you more than likely do not have the paperwork allowing you to do as such?
